
Step 1: Visit the EBMD Portal
Go to the EBMD portal to apply for a birth certificate:
Step 2: Register or Log In
- If you are a new user, click on Register to create an account. You’ll need to provide basic details such as:
- Full Name
- National Identity Number (NIC) or Passport Number
- Email Address
- Phone Number
- If you already have an account, simply log in with your credentials.

Step 3: Apply for Birth Certificate
- Once logged in, navigate to the “Birth Certificate” section.
- Select the option to “Apply for a Birth Certificate”.
- Fill in the required information, such as:
- Your name (as per the birth record)
- Date of birth
- Place of birth (including Divisional Secretariat and District)
- Father’s name (and mother’s name if needed)
- Birth registration number (if you know it)
Step 4: Attach Documents
- Upload the necessary documents (if requested), such as:
- Proof of Identity (NIC, Passport, etc.)
- Any other documents required by the portal.
Step 5: Payment
- After completing the form, proceed to make the payment for the certificate.
- The EBMD portal supports online payments via credit/debit cards, mobile money, or other available methods.
Step 6: Confirmation and Processing
- After payment, you will receive a confirmation message or email.
- The processing of your birth certificate request will take some time (usually around 1–3 days).
Step 7: Download Your Birth Certificate
- After successful processing, you can download a digital copy of your birth certificate from the portal.
- If you require a physical copy, you can visit the Divisional Secretariat or the local government office to collect it.
